organizations which supported the introduction of the
measure, are fearful that the bill as amended could cause
considerable confusion, that its administration would be
subject to challenge, and that at least one potential
consideration of its provisions would be extremely
counterproductive. I share these concerns.

For these reasons, I have decided to veto House Bill
1861.

House Bill No. 1890

AN ACT concerning

Baltimore County - Sheriff's Salary

FOR the purpose of altering the salary of the Sheriff of
Baltimore County; specifying that the salary change
does not affect the incumbent; altering the number of
deputy sheriffs that may be appointed; and clarifying
language regarding appointment of deputies and clerical
assistants and funding of these positions.

Dear Mr. Speaker:

In accordance with Article II, Section 17 of the
Maryland Constitution, I have today vetoed House Bill 1890.

This bill increases the salary of the Sheriff of
Baltimore County and authorizes him to appoint additional
deputy sheriffs as he considers necessary.

Senate Bill 512, which was enacted by the General
Assembly and signed by me on April 22, 1980 accomplishes the
same purpose.

Therefore it is unnecessary for me to sign House Bill
1890.
