Dear Mr. Speaker:
In accordance with Article II, Section 17 of the
Maryland Constitution, I have today vetoed House Bill 1320.
This measure would authorize the Carroll County
Commissioners to grant property tax credits to the owners of
unsold, unrented, and unoccupied newly constructed single
family dwellings.
Under present law, different provisions of Article 81
authorize various subdivisions to grant a local property tax
for various kinds of property. In what I view as a wise
decision to bring uniformity to the property tax credit laws
of the several subdivisions, the 1980 Session passed and I
have today signed Senate Bill 820 which would repeal
provisions such as that extended by House Bill 1320 and
would enact in its place a standard local property tax
credit authorization for all subdivisions.
For this reason, I have decided to veto House Bill
1320.

Creation of a State Debt - Johns Hopkins University
Biology Building
FOR the purpose of authorizing the creation of a State Debt
in the amount of $1,500,000, the proceeds to be used to
assist in the planning, design, construction, and
equipping of a biology laboratory and teaching facility
at the Johns Hopkins University in Baltimore, Maryland,
subject to the requirement that the Johns Hopkins
