Dear Mr. Speaker:

In accordance with Article II, Section 17 of the
Maryland Constitution, I have today vetoed House Bill 1653.

This bill authorizes the creation of a State debt to be
used to assist in the planning, design, construction and
equipping of a biology laboratory and teaching facility at
the Johns Hopkins University.

Senate Bill 667, which was enacted by the General
Assembly and signed by me on May 27, 1980 accomplishes the
same purpose.

Therefore it is unnecessary for me to sign House Bill
1653.
