This bill increases the assumed interest rate relating
to the computation of reserves on life insurance policies
and annuities.

Senate Bill 604, which was enacted by the General
Assembly and signed by me on May 27, 1980 accomplishes the
same purpose.

Therefore it is unnecessary for me to sign House Bill
1138.

House Bill No. 1141

AN ACT concerning

Sales Tax - Exemption

FOR the purpose of exempting from the sales tax certain

sales at certain historic sites operated by the

Maryland National Capital Park and Planning Commission
in Prince George's County.

Dear Mr. Speaker:

In accordance with Article II, Section 17 of the
Maryland Constitution, I have today vetoed House Bill 1141.

House Bill 1141 provides that sales at Surratt House
and Montpelier Historic sites located in Prince George's
County and operated by the Maryland-National Capital Park
and Planning Commission and at Indian Queen Tavern (also
known as George Washington Tavern) operated by the Prince
George's County Jaycees, Inc. are exempt from the sales tax
if the net proceeds from these sales are used for historic
preservation.

Although the estimated State revenue loss is minimal,
the precedent established by enactment of this legislation
