Dear Mr. Speaker:

In accordance with Article II, Section 17 of the
Maryland Constitution, I have today vetoed House Bill 1113.

This bill provides for additional State aid for police
protection to subdivisions and qualifying municipalities and
provides for the distribution of the payments.

Senate Bill 597, which was enacted by the General
Assembly and signed by me on May 20, 1980 accomplishes the
same purpose.

Therefore it is unnecessary for me to sign House Bill
1113.

AN ACT concerning

Life Insurance Policies and Annuities - Interest Rates

for Valuation of Policies and Contracts and the

Calculation of Nonforfeiture Benefits

FOR the purpose of increasing the assumed interest rate with
respect to the computation of reserves on life
insurance policies and annuities; increasing the
assumed interest rate for the computation of cash
values and other nonforfeiture benefits under life
insurance policies; adding a new Standard Nonforfeiture
Law for Individual Deferred Annuities; and correcting
language and style.
