insurance are excluded from the statute.
2/ This measure is substantially different from the CM
statute cited by the proponents. Connecticut Public
Act No. 79-277 merely prohibits cancellation of a
contract solely because of adverse underwriting
experience for the two years preceding the date of such
cancellation.

AN ACT concerning
Income Tax - Elderly and Disabled Persons
FOR the purpose of providing a certain subtraction from
federal adjusted gross income for State income tax
purposes of certain retirement benefits received by
certain disabled and elderly persons; making this Act
an emergency measure; and generally relating to the
determination of the taxable net income of certain
disabled and elderly taxpayers.
FOR the purpose of altering the method of calculating and
determining the amount of the allowable pension
subtraction from federal adjusted gross income for
State income tax purposes; and making this Act an
emergency measure.

Dear Mr. Speaker:
In accordance with Article II, Section 17 of the
Maryland Constitution, I have today vetoed House Bill 1046.
This bill alters the method of calculating and
determining the amount of allowable pension subtraction from
federal adjusted gross income for State income tax purposes.
Senate Bill 558, which was enacted by the General
Assembly and signed by me on March 7, 1980 accomplishes the
