Dear Mr. Speaker:

In accordance with Article II, Section 17 of the
Maryland Constitution, I have today vetoed House Bill 834.

This bill authorizes the creation of a State debt in
the amount of $350,000 to be used to assist the Westminster
Preservation Trust, Inc. in the purchase, preservation,
reconstruction, alteration and equipping of Westminster
Church, Baltimore City, and its grounds.

Senate Bill 195, which was enacted by the General
Assembly and signed by me on May 27, 1980 accomplishes the
same purpose.

Therefore it is unnecessary for me to sign House Bill
834.

House Bill No. 885

AN ACT concerning

Property Tax - Circuit Breaker -
Discounts and Penalties

FOR the purpose of requiring that discounts for early
payment and interest or penalties for late payment of
real property taxes be calculated on the tax liability
after any reduction resulting from the program of
property tax credits for homeowners by reason of
income; and providing that interest or penalties may
not be assessed unless a certain circumstance occurs.
