VETOES
Dear Mr. Speaker:
In accordance with Article II, Section 17 of the
Maryland Constitution, I have today vetoed House Bill 885.
This bill addresses a timing problem that arises when a
property tax credit is granted after property taxes are due
on October 1 each year. In particular it requires that
discounts and interest penalties for late payment of
property taxes be calculated on the tax liability after any
reduction resulting from the property tax credit program.
It also provides that, when a credit is to be provided,
interest penalties would only be charged if property taxes
have not been paid after 30 days from the date of the
revised tax bill or credit voucher, if the revised bill or
voucher was issued after September 1.
Senate Bill 316, which I signed on May 20, 1980,
addresses the same problem with which House Bill 885 is
concerned, but in a manner which is preferable.
Therefore it is unnecessary for me to sign House Bill
885.
