VETOES
In accordance with Article II, Section 17 of the
Maryland Constitution, I have today vetoed House Bill 728.
This bill continues the Maryland Racing Commission, the
Maryland Standardbred Race Fund Advisory Committee, and the
Maryland-Bred Race Fund Advisory Committee until July 1,
1987, at which time it once again is subject to the action
taken by the General Assembly under the provisions of the
Regulatory Program Evaluation Act of 1978 (Sunset Law).
Senate Bill 322, which was enacted by the General
Assembly and signed by me on April 22, 1980 accomplishes the
same purpose.
Therefore it is unnecessary for me to sign House Bill
728.

AN ACT concerning
Property Tax Credits - Remedial Credit
FOR the purpose of providing a retroactive credit for the
1979-1980 taxable year in addition to the credits
provided under the property tax credits based on
increased assessments program, under certain
circumstances; providing the method of calculating this
credit; requiring it to be refunded with interest; and
credit; requiring it to be paid, subject to certain
limitations; providing for this retroactive additional
credit amount to be included in the calculation of the
constant yield tax rate for a certain year; and making
this Act an emergency measure.
