Dear Mr. Speaker:

In accordance with Article II, Section 17 of the
Maryland Constitution, I have today vetoed House Bill 713.

The bill changes the name of the loan authorized by
Chapter 174 of the Acts of 1978, as amended by Chapter 707
of the Acts of 1979, from the "Correctional Medium Security
Facilities Loan of 1978" to the "Correctional Medium and/or
Maximum Security Facilities Loan of 1978.

Senate Bill 337, which was enacted by the General
Assembly and signed by me on May 6, 1980 accomplishes the
same purpose.

Therefore it is unnecessary for me to sign House Bill
713.

AN ACT concerning

Horse Racing - Maryland Racing Commission and Race
Fund Advisory Committees

FOR the purpose of continuing the Maryland Racing
Commission, the Maryland Standardbred Race Fund
Advisory Committee, and the Maryland-Bred Race Fund
Advisory Committee in accordance with the Regulatory
Programs Evaluation Act of 1978 (Sunset Law) by
extending to a certain date the termination provisions
relating to the statutory and regulatory authority of
these agencies and the regulation of horse racing in
Maryland.
