Dear Mr. Speaker:
In accordance with Article H, Section 17 of the
Maryland Constitution, I have today vetoed House Bill 689.
This departmental bill makes a correction in the law
regarding the Homeowners' Tax Credit Program. In
particular, it provides that the Department of Assessments
and Taxation shall provide for the credit to be reflected in
the tax bill of any homeowner for any year if the tax credit
application is received by the Department of Assessments and
Taxation by May 1 "preceding" the taxable year.
Senate Bill 316, which I signed on May 20, 1980,
includes the same change. Therefore it is unnecessary for
me to sign House Bill 689.

AN ACT concerning
Correctional Medium and/or Maximum Security
Facilities Facility - Authorization
FOR the purpose of changing the object of the appropriation
made in Chapter 174 of the Acts of 1978, as amended by
Chapter 707 of the Acts of 1979, for the construction
of medium security facilities facility; placing a cap
on the number of certain prisoners in the Jessup area;
and relating generally to the construction of a
correctional medium and/or a maximum security facility.
