Dear Mr. President:

In accordance with Article II, Section 17 of the
Maryland Constitution, I have today vetoed Senate Bill 470.

This bill would amend the enabling statute of the State
Board of Cosmetologists to require that one of the members
of the Board represent beauty culture schools. The bill
would prohibit this member from participating in grading
examinations, inspecting beauty culture schools, or
determining the qualifications for licensing of schools as
administered by the Board.

The Attorney General has expressed his concern
regarding the anti-competitive impact of this legislation.
I share that concern.

Therefore I have decided to veto Senate Bill 470.

AN ACT concerning

Creation of a State Debt - The Weinberg Center

FOR the purpose of authorizing the creation of a State Debt
in the amount of $300,000 $125,000, the proceeds to be
used to assist in the construction, renovation,
rehabilitation, improving, and equipping of the
Weinberg Center in Frederick County, subject to the
provision by the Weinberg Center of certain matching
funds for the same purpose; and providing generally for
the issue and sale of bonds evidencing the loan.
