Dear Mr. President:

In accordance with Article II, Section 17 of the
Maryland Constitution, I have today vetoed Senate Bill 469.

This bill would amend the enabling statute of the State
Board of Barber Examiners to require that one of the members
of the Board represent beauty culture schools. The bill
would prohibit this member from participating in grading
examinations, inspecting beauty culture schools, or
determining the qualifications for licensing of schools as
administered by the Board.

In both his bill review letter to me and his Report on
the State Board of Barber Examiners, the Attorney General
expressed his concern regarding the anti-competitive impact
of this bill. I share that concern.

Therefore I have decided to veto Senate Bill 469.
