JOINT RESOLUTIONS

services department, and an active neurosurgical service to
acquire a C/T Scanner unless the Maryland Health Planning
and Development Agency establishes that (1) the total cost
of the C/T scan at another health care facility, including
the cost of transportation, hospital daily charges during
the waiting time for a scan, and the administrative costs
incurred, is no greater than the cost to the patient of a
C/T scan in the applicant health care facility; and (2) the
average waiting time of the applicant health care facility's
patient to receive a C/T scan in other health care
facilities does not exceed the time limits for diagnostic
services required for an appropriate level of patient care;
and be it further

RESOLVED, That copies of this Resolution be sent to Dr.
Charles R. Buck, Jr., Secretary, Department of Health and
Mental Hygiene, 201 West Preston Street, Baltimore,
Maryland; Mr. Marshall J. Spurlock, Central Maryland Health

A House Joint Resolution concerning

Maryland Medical Assistance Program

FOR the purpose of urging the General Assembly to appoint a
Commission to study the Maryland Medical Assistance
Program; and generally relating to the Commission and
the program.

WHEREAS, Millions of dollars of State funds are
expended each year for the Maryland Medical Assistance
Program; and

WHEREAS, Parts of the Program are inadequately funded;
and

WHEREAS, Fraud has been discovered in some parts of the
Program; and
