WHEREAS, Even if these nations stabilize, the energy
source itself is a limited, nonreplenishable commodity,
which should be conserved; now, therefore, be it
RESOLVED BY THE GENERAL ASSEMBLY OF MARYLAND, That the
President and Congress of the United States are requested to
enact determine the feasibility of a massive long-range
weatherization program that would weatherize all residences
in the United States, including home residences and rental
properties, by the year 1990, and if determined to be
feasible enact the necessary legislation to establish the
program; and be it further
RESOLVED, That copies of this Resolution be sent to the
Honorable James Earl Carter, President of the United States,
1600 Pennsylvania Avenue, Washington D.C. 20500; and the
Maryland Congressional Delegation: Senators Charles McC.
Mathias, Jr. and Paul S. Sarbanes, Senate Office Building,
Washington, D.C. 20510; and Representatives Robert E.
Bauman, Clarence D. Long, Barbara A. Mikulski, Marjorie S.

A House Joint Resolution concerning
Examination of Nonbudgeted Funds
FOR the purpose of requesting the Department of Budget and
Fiscal Planning to review all nonbudgeted fund accounts
and justify them to the General Assembly.
Preamble
WHEREAS, Significant sums of money are expended in
nonbudgeted fund accounts which do not appear in the State
budget; and
WHEREAS, The people of this State have a right to be
aware of the expenditures of State funds and the reason for
such expenditures; now, therefore, be it
RESOLVED BY THE GENERAL ASSEMBLY OF MARYLAND, That:
1. The Secretary of the Department of Budget and
Fiscal Planning is requested to review every nonbudgeted
fund account on the records of the Comptroller that pertains
to any agency of the State.
