Senate, was appointed by the Governor to make an objective
and realistic study of the needs of welfare recipients in
Maryland; and
WHEREAS, After public hearings and careful study, the
Commission has evaluated the components necessary to enable
a family to maintain a minimum decent standard of living in
Maryland today; and
WHEREAS, The Commission has carefully analyzed the
availability of noncash benefits to Maryland welfare
recipients, and has taken the benefits into account in
reaching its conclusions; and
WHEREAS, The Commission has reported to the Governor
and the General Assembly that the cash requirement for a
minimum decent standard of living for a family of three
receiving grants under the Aid to Families with Dependent
Children Program is $507 per month, or $6,084 per year, with
corresponding changes for various-sized families; and
WHEREAS, The Commission has reported to the Governor
and the General Assembly that the cash requirement for a
minimum decent standard of living for a single adult
receiving grants under the General Public Assistance Program
is $288 per month, or $3,456 per year, with corresponding
changes for various-sized families; now, therefore, be it
RESOLVED BY THE GENERAL ASSEMBLY OF MARYLAND, That the
findings of the Governor's Commission on Welfare Grants be
recognized as a realistic statement of the funds needed by
individuals and families for a minimally decent life in
Maryland today; and be it further
RESOLVED, That the Governor and the General Assembly
use these findings, updated annually, as a basis for
evaluating budgetary requirements for the various public
assistance programs; and be it further
RESOLVED, That copies of this Resolution be sent to the
Honorable Harry Hughes, Governor; Kalman R. Hettleman,
Secretary of Human Resources, 1100 N. Eutaw Street,
Baltimore, Maryland 21201; and Thomas W. Schmidt, Secretary
of Budget and Fiscal Planning, State Treasury Building,
Annapolis, Maryland 21401.
