SECTION 1. BE IT ENACTED BY THE GENERAL ASSEMBLY OF
MARYLAND, That section(s) of the Annotated Code of Maryland
be repealed, amended, or enacted to read as follows:
Article 78B - Racing Commission
(b) (8) In addition each licensee shall allocate from
its share of all money wagered in excess of $125,000 daily
average on all races conducted by it during the year (1) a
sum equal to 0.50 percent to the Maryland Standardbred
[fund] SIRES STAKES PROGRAM created by {§ 17A] § 17AB of
this article; and (2) for calendar years of 1980 and 1981
only, a sum equal to 0.50 percent to be used, with the
approval of the harness racing board, for purses and to pay
the cost of track maintenance, physical improvements, and
personnel related expenses.
17AB.
(A) THE HARNESS RACING BOARD SHALL ADMINISTER THE
MARYLAND STANDARDBRED SIRES STAKES PROGRAM UNDER THE RULES
ESTABLISHED FOR THE MARYLAND STANDARDBRED FUND PURSUANT TO
SECTION 17A OF THIS ARTICLE.
(B) EACH LICENSEE LICENSED UNDER THE PROVISIONS OF §
17 OF THIS ARTICLE SHALL ALLOCATE THE SUM SPECIFIED IN
§ 17(B)(8) TO THE MARYLAND STANDARDBRED SIRES STAKES PROGRAM.
(C) THE HARNESS RACING BOARD, UPON THE RECOMMENDATION
OF THE MARYLAND STANDARDBRED RACE FUND ADVISORY COMMITTEE,
SHALL ESTABLISH CONDITIONS OF STALLION ELIGIBILITY,
NOMINATIONS, REGISTRATIONS, PAYMENTS, AND THE PURSE
STRUCTURE OF THE SIRES PROGRAM.
17A.
(a) The Maryland Standardbred Race Fund is created,
AND THIS FUND SHALL INCLUDE A MARYLAND STANDARDBRED SIRES
STAKES PROGRAM. The fund shall be administered by the
Commission with the assistance and advice of the committee
hereinafter created, and all payments from the fund shall be
made by order of the Commission.
(c) The Maryland Standardbred Race Fund advisory
committee, under jurisdiction of the Maryland Racing
Commission, is established and shall be a part of the
Department of Licensing and Regulation. The committee shall
consist of five members to be appointed by the Commission,
with the approval of the Secretary of Licensing and
Regulation, by June 1 of each year. The committee shall
