(1)  Set out in each project advertisement for
bids and in each bid proposal form; INVITATION FOR BIDS OR
REQUEST FOR PROPOSALS; and

(2)  Made a part of the contract covering the
project, which contract is deemed to be a contract of the
character specified in § 103 of the federal Contract Work
Hours Standards Act.

8-505.

(b) All federal funds accepted under this section
shall be accepted and spent by the Administration on the
terms and conditions that the federal government requires,
EXCEPT AS PROVIDED BY ARTICLE 21 AND THE REGULATIONS ADOPTED
UNDER IT.

8-614.

(a) [,(1)] All State highway projects shall be
performed under the supervision of the Administration and
subject to its approval, in accordance with plans and
specifications prepared by the chief engineer and approved
by the Administration.

[(2)] (B) To receive the full benefit of
competitive bidding, the Administration, whenever
practicable, shall separate major construction projects into
two or more smaller contracts.

[(b) If the cost of a State highway project will be
more than $25,000, the Administration shall publish a notice
that:

(1)  Accurately describes the project;

(2)  Invites sealed bids on the project;

(3)  States the time and place for opening the

bids; and

bids.

(4) Reserves the right to reject any or all

(c)  The notice shall be published:

(1)  For at least 2 successive weeks in one or
more newspapers published or having general circulation in
each county in which the project will be located; and

(2)  For 3 successive issues in at least one
daily newspaper published in Baltimore City.

(d)  (1) Each bid under $l-million shall be accompanied
by:

(i) A certified check of the bidder or a
cashier's or treasurer's check drawn on a bank; or
