(E) (1) THE COMMITTEE SHALL BE SUPPLIED WITH STAFF
ASSISTANCE AND PROCEDURAL AID FROM THE DEPARTMENT OF
LEGISLATIVE REFERENCE.
(2) THE COMMITTEE MEMBERS SHALL BE REIMBURSED
FOR THEIR EXPENSES INCURRED ON COMMITTEE BUSINESS FROM THE
GENERAL LEGISLATIVE EXPENSES FUND AS ADMINISTERED BY THE
LEGISLATIVE ACCOUNTING OFFICE.
(3) THE COMMITTEE ALSO HAS THE SAME POWERS AS
ARE GIVEN THE LEGISLATIVE POLICY COMMITTEE IN § 30 OF THIS
ARTICLE.
(f) (1) At least 45 days prior to the adoption,
amendment, or repeal of any rule, regulation, or standard
by any [of the several departments, boards, commissions, or
other agencies] DEPARTMENT, BOARD, COMMISSION, OR OTHER
AGENCY of the executive branch, the rule, regulation, or
standard shall be submitted to the committee as provided in
Article 41, § 256-I.
(2) (I) The rule, regulation or standard is not
effective until so submitted.
(II) However, the submission of the
proposed rule, regulation, or standard to the committee does
not prevent the adoption and promulgation of the rule,
regulation, or standard by the department, board, commission
or other agency after the 45-day period.
(g) (1) If the adopting agency declares the rule,
regulation, or standard necessary as an emergency measure,
the rule, regulation, or standard may become effective
immediately after submission to the committee [if approved]
AND AFTER APPROVAL by any one of the following:
(i) A majority of the committee members
present and voting at a [regularly constituted] PUBLIC
meeting; or
(ii) The chairman, or, if he is
unavailable THEN THE[;]
[(iii) The] vice-chairman; or
[(iv)] (III) The member of the committee
assigned to review the request and the chairman, or if he is
unavailable, then the vice-chairman.
(2) Approval may be secured by the committee
[reporter] STAFF either in writing, personally, or by
telephone.
(3) (I) If any member of the committee objects
to the emergency adoption of the rule, [waiver of the usual
time period] APPROVAL may not be given to the adopting
agency until a public hearing is held (II) IF SUCH A PUBLIC
