HEARING IS HELD, THEN [A] A majority of a quorum present and
voting shall approve the emergency request before it may be
permitted to be implemented.
(4) (I) The emergency approval may be made
subject to one or more conditions including, but not limited
to, a time limit.
(II) Upon expiration of the time limit, if
final adoption of the emergency measure in accordance with
procedures specified in Article 41, § 256-I has not been
accomplished, the text of a regulation affected by the
emergency measure reverts to its original language, as if
the emergency measure had not been approved.
(5) THE EMERGENCY APPROVAL MAY BE RESCINDED,
AFTER IT HAS BEEN GRANTED, BY A MAJORITY OF A QUORUM PRESENT
AND VOTING AT A PUBLIC MEETING.
(6) SIX MEMBERS OF THE COMMITTEE SHALL
CONSTITUTE A QUORUM AT ANY MEETING.
SECTION 2. AND BE IT FURTHER ENACTED, That this Act
shall take effect July 1, 1980.

AN ACT concerning
Vehicle Laws - Motor Vehicle Emissions
Inspection Program
FOR the purpose of altering certain effective dates for the
program for the annual inspection of motor vehicle
emissions; providing that waivers may be granted in
certain cases; providing for the establishment of fees;
providing that a repair facility certification may be
suspended, revoked, or not renewed under certain
circumstances; establishing certain requirements for
the procurement process for the inspection program; and
generally relating to the motor vehicle emission
inspection program.
