Speaker of the House of Delegates, each with the approval of
the respective house of the General Assembly, shall appoint
respectively five Senators and five Delegates to comprise
the committee until the following year.
(2) The number of Senators and the number of
Delegates of each political party shall be approximately in
the same proportion as their membership in each house.
(3) In alternate years the President and the
Speaker shall name the chairman of the committee,
alternating between members from the two houses.
(c) The committee may:
(1) [inquire] INQUIRE into any failure, actual or
alleged, of [an] ANY officer or employee of either the
legislative, executive, or judicial branches of the State
government to comply with the statutory or constitutional
law of the State[. It may review];
(2) REVIEW the rules and regulations which are
adopted and promulgated by any [of the several departments,
boards, commissions, or other agencies] DEPARTMENT, BOARD,
COMMISSION, OR OTHER AGENCY of the executive branch[. It
may review];
(3) REVIEW the operations and controls of any
[such] department, board, commission, or other agency OF THE
EXECUTIVE BRANCH, making recommendations in the discretion
of the committee for improvements in these operations and
controls.
(d) [The committee shall be supplied with staff
assistance and procedural aid from the Department of
Legislative Reference, and the committee members shall be
reimbursed for their expenses incurred on committee business
from the General Legislative Expenses Fund as administered
by the Legislative Accounting Office; and the committee has
also the same powers as are given the Legislative Policy
Committee in § 30 of this article.
(e)] (1) At least once each year the committee shall
report to the members of the [Legislative Council]
LEGISLATIVE POLICY COMMITTEE and of the General Assembly of
its work and studies of the year, together with any
recommendations it may have for the more effective
operations of the three branches of government within the
framework of the statutory and constitutional law of
Maryland.
(2) The report shall also include any
recommendations for appropriate legislative action necessary
to modify, change or reverse any rule, regulation or
standard which the committee has considered.
