(B)  The list of members submitted to the Governor and
Secretary of Health and Mental Hygiene shall be licensed
practitioners and shall possess the qualifications specified
in § 499.

(C)  UPON THE RECOMMENDATION OF THE SECRETARY OF HEALTH
AND MENTAL HYGIENE, AND WITH THE ADVICE AND CONSENT OF THE
SENATE, THE GOVERNOR SHALL APPOINT THE CONSUMER MEMBER,
WHOSE TERM SHALL BE 3 YEARS.

(D)  The Governor, upon the recommendation of the
Secretary of Health and Mental Hygiene, shall fill vacancies
in the Board caused by death or otherwise within sixty days
from the date of such vacancies.

(L) "FINANCIAL INTEREST" MEANS:

(1)  AN ASSET WITH A FAIR MARKET VALUE OF $1,000
OR MORE IN A CALENDAR YEAR; OR

(2)  A SOURCE OF INCOME OF $500 OR MORE IN A
CALENDAR YEAR.

(M) "HOUSEHOLD MEMBER" MEANS:

(1)  A PERSON'S SPOUSE, SON, DAUGHTER, WARD,
FINANCIALLY DEPENDENT PARENT, OR OTHER RELATIVE WHO SHARES
THE PERSON'S LEGAL RESIDENCE; OR

(2)  A PERSON'S SON, DAUGHTER, WARD, PARENT, OR
OTHER RELATIVE OVER WHOSE FINANCIAL AFFAIRS THE PERSON HAS
LEGAL OR ACTUAL CONTROL.

(a) (1) The Board consists of seven members appointed
by the Governor with the advice of the Secretary and with
the advice and consent of the Senate.

(2) Of the seven Board members:

(i) Five shall be licensed electrologists
or licensed instructor electrologists; and

(ii) Two shall be [public] CONSUMER
members who [are not electrologists.]:

1.  ARE QUALIFIED TO REPRESENT THE
INTERESTS OF CONSUMERS MEMBERS OF THE GENERAL PUBLIC;

2.  HAVE NEVER BEEN AN ELECTROLOGIST
OR ELECTROLOGIST-IN-TRAINING, NOR HAVE A HOUSEHOLD MEMBER
WHO IS AN ELECTROLOGIST OR ELECTROLOGIST-IN-TRAINING;
