faculty or management of any osteopathic school or college.
ONE MEMBER SHALL BE A CONSUMER WHO:

(1)  IS QUALIFIED TO REPRESENT THE INTERESTS OF
CONSUMERS A MEMBER OF THE GENERAL PUBLIC;

(2)  HAS NEVER BEEN AN OSTEOPATH OSTEOPATHIC
PHYSICIAN OR OSTEOPATH OSTEOPATHIC PHYSICIAN-IN-TRAINING.
NOR HAS A HOUSEHOLD MEMBER WHO IS AN OSTEOPATH OSTEOPATHIC
PHYSICIAN OR AN OSTEOPATH OSTEOPATHIC PHYSICIAN-IN-TRAINING:

(3)  HAS NEVER PARTICIPATED IN A RELATED
COMMERCIAL OR PROFESSIONAL FIELD, NOR HAS A HOUSEHOLD MEMBER
WHO PARTICIPATES IN A RELATED COMMERCIAL OR PROFESSIONAL
FIELD;

(4)  HAS NOT WITHIN 2 YEARS PRIOR TO APPOINTMENT
NOR DURING THE TERM OF APPOINTMENT HAD A FINANCIAL INTEREST
IN AN INDIVIDUAL, ASSOCIATION, UNINCORPORATED ASSOCIATION,
CORPORATION, OR ANY OTHER ENTITY WHICH IS REGULATED BY THE
BOARD; AND

(5) MAY NOT PARTICIPATE IN ACTIVITIES RELATING
TO EXAMINATIONS UNLESS APPROVED BY THE BOARD.

(B) IN THIS SECTION THE FOLLOWING WORDS HAVE THE
MEANINGS INDICATED.

(1) "FINANCIAL INTEREST" MEANS:

(I)  AN ASSET WITH A FAIR MARKET VALUE OF
$1,000 OR MORE IN A CALENDAR YEAR; OR

(II)  A SOURCE OF INCOME OF $500 OR MORE IN
A CALENDAR YEAR.

(2) "HOUSEHOLD MEMBER" MEANS:

(I)  A PERSON'S SPOUSE, SON, DAUGHTER,
WARD, FINANCIALLY DEPENDENT PARENT, OR OTHER RELATIVE WHO
SHARES THE PERSON'S LEGAL RESIDENCE; OR

(II)  A PERSON'S SON, DAUGHTER, WARD,
PARENT, OR OTHER RELATIVE OVER WHOSE FINANCIAL AFFAIRS THE
PERSON HAS LEGAL OR ACTUAL CONTROL.

The Governor, upon the recommendation of the Secretary
of Health and Mental Hygiene, shall appoint the [Board]
OSTEOPATH OSTEOPATHIC PHYSICIAN members from a full list of
the members in good standing of the Maryland Osteopathic
Association who are eligible for the appointment. On or
before May l of each year, the list shall be transmitted to
the Governor and to the Secretary of Health and Mental
Hygiene, under the seal and signed by the president and
secretary of the association. If the association fails to
