LAWS OF MARYLAND

Ch. 667

(A)  THE GENERAL ASSEMBLY FINDS AND DETERMINES THAT:

(1)  CONDITIONS OF UNEMPLOYMENT EXIST IN AREAS OF
THE STATE;

(2)  THE DEVELOPMENT OF VEHICLE PARKING
FACILITIES AS PROVIDED IN THIS SUBTITLE IS NECESSARY TO
RELIEVE THIS UNEMPLOYMENT AND ESTABLISH A BALANCED ECONOMY
IN THE COUNTIES; AND

(3)  THE PRESENT AND PROSPECTIVE HEALTH,
HAPPINESS, SAFETY, RIGHT OF GAINFUL EMPLOYMENT, AND GENERAL
WELFARE OF THE CITIZENS OF THE COUNTIES WILL BE PROMOTED BY
THE ESTABLISHMENT OF VEHICLE PARKING FACILITIES AS PROVIDED
HEREIN.

(B)  THE LEGISLATURE RECOGNIZES THAT THIS SUBTITLE IS
NECESSARY TO RELIEVE CONDITIONS OF UNEMPLOYMENT IN THE
COUNTIES, TO ENCOURAGE THE INCREASE OF INDUSTRY AND A
BALANCED ECONOMY IN THE COUNTIES, TO ASSIST IN THE RETENTION
OF EXISTING INDUSTRIES IN THE COUNTIES, TO PROMOTE ECONOMIC
DEVELOPMENT OF COUNTIES, AND TO PROMOTE THE HEALTH, WELFARE,
AND SAFETY OF THE RESIDENTS OF THE COUNTIES THROUGH THE
PROVISION OF VEHICLE PARKING FACILITIES BY PUBLIC PARKING
AUTHORITIES THAT ARE RESPONSIVE TO LOCAL NEEDS.

270.

(a)  Each county is authorized to create BY LOCAL LAW
a body corporate and politic to be known as the "Parking
Authority of (here insert the name of the county in which
located) County."

(b)  [An authority shall be created by enactment of a
local law or ordinance.] EACH COUNTY HAS THE POWER TO ALTER
OR CHANGE THE STRUCTURE, ORGANIZATION, PROGRAM, OR
ACTIVITIES OF ANY AUTHORITY AND THE POWER TO TERMINATE SUCH
AUTHORITY, IF THE ALTERATION, CHANGE, OR TERMINATION DOES
NOT IMPAIR THE OBLIGATION OF ANY CONTRACT ENTERED INTO BY
THE AUTHORITY PRIOR TO THAT ALTERATION, CHANGE, OR
TERMINATION.

271.

(a)  An authority shall consist of five members who are
residents of the county in which the authority is located.

(b)  The means of appointment, qualifications and terms
of office of these members shall be provided by local law.

(c)  The officers and employees required by an
authority shall be appointed as provided by local law.

272.
