not be limited to the following: provisions for the
classification of superintendent AND OPERATOR, OPERATOR, AND
INDUSTRIAL OPERATOR for a specific classification of
waterworks or , waste-water works; provisions establishing
qualifications of applicants; and procedures for
applications and examinations of such persons.
[(c)] (2) The [Water Resources Commission] SECRETARY
OF THE DEPARTMENT OF NATURAL RESOURCES shall adopt and
enforce similar rules and regulations which detail the
manner in which SUPERINTENDENTS AND INDUSTRIAL operators of
industrial waste-water works shall be certified and ANY
other [such] rules and regulations as may be necessary for
the administration of this section.
(d) (1) The State Health Commissioner SECRETARY shall
classify all waterworks and waste-water works. In
determining the classification of a works, consideration
shall be give to its size or capacity, the type of
treatment included, the character of water or wastes treated
and other physical conditions affecting such works.
[(d)] (2) The [Director of the Department of Water
Resources] SECRETARY OF THE DEPARTMENT OF NATURAL RESOURCES
shall classify all industrial waste-water works under a
similar criteria.
(e) (1} There is hereby created a Board of
Certification comprised of nine members. The Governor shall
appoint to the Board a representative of municipal
government, a representative of county government, a
representative of a sanitary or metropolitan commission, a
currently employed waterworks superintendent, a currently
employed waste-water works superintendent, a farmer
QUALIFIED PERSONS REPRESENTING ONE OR MORE OF THE FOLLOWING
CONSTITUENCIES OR DISCIPLINES: MUNICIPAL GOVERNMENT, COUNTY
GOVERNMENT, SANITARY OR METROPOLITAN COMMISSIONS, WATERWORKS
SUPERVISION, WASTEWATER OR INDUSTRIAL WASTEWATER WORKS
SUPERVISION, AGRICULTURE, and an engineer representative of
the State Department of Health AND MENTAL HYGIENE. The
[Director] SECRETARY of the Department of [Water Resources]
NATURAL RESOURCES shall appoint to the Board a currently
employed industrial waste-water works superintendent and an
engineer representative of his department.
[(e)] (2) The representative of county government and
the industrial waste-water works superintendent shall be
appointed for an initial term of two years, the waterworks
superintendent and the wastewater works superintendent for
an initial term of three years, and the representatives of
municipal government and a sanitary or metropolitan
commission for an initial term of four years THE GOVERNOR,
WITH THE ADVICE AND CONSENT OF THE SENATE, SHALL APPOINT TWO
BOARD MEMBERS FOR AN INITIAL TERM OF TWO YEARS, TWO BOARD
MEMBERS FOR AN INITIAL TERM OF THREE YEARS AND THREE BOARD
MEMBERS FOR AN INITIAL TERM OF FOUR YEARS; thereafter, all
appointments shall be for terms of four years each. The
