land, rights-of-way, property rights, easements and
interests acquired by the University of Maryland for such
construction, the cost of all machinery and equipment,
financing charges, interest prior to and during construction
and for one year after completion of construction, the cost
of engineering and legal expenses, plans, specifications,
surveys, estimates of costs and revenue, other expenses
necessary or incident to determining the feasibility or
practicability of construction of any project,
administrative expenses, and such other expense as may be
necessary [of] OR incident to the construction of any
project, the financing of such construction and the placing
of any such project in operation.
(d) (1) "Housing unit" and "housing units" means
housing facilities and living accommodations for students:
(I) [that] THAT result from the
reconstruction and renovation of homes located at Pascualt
Row in the 600 block of W. Lexington Street, Baltimore
City[,]; OR
(II) THAT ARE FOR GRADUATE AND
UNDERGRADUATE STUDENTS, AND THEIR FAMILIES, IF MARRIED,
ENROLLED AT THE UNIVERSITY OF MARYLAND, IN ITS SCHOOLS,
COLLEGES, DIVISIONS, INSTITUTES, BRANCHES AND DEPARTMENTS IN
COLLEGE PARK, BALTIMORE CITY, BALTIMORE COUNTY AND PRINCESS
ANNE;
(2) "HOUSING UNIT" AND "HOUSING UNITS" [and] may
include such related facilities as eating facilities,
recreational facilities, and parking facilities.
2. Powers of University - Generally.
In order to provide additional housing facilities for
students at the University of Maryland CONSISTENT WITH
ADOPTED CAMPUS MASTER PLANS [Baltimore Campus], the
University of Maryland, by resolution, may:
(1) CONSTRUCT, restore [and], reconstruct,
equip, maintain, repair and operate THE FOLLOWING:
(I) [homes] HOMES on the site known as
Pascualt Row in Baltimore City for student apartments; OR
(II) HOUSING UNITS ON ANY OF ITS CAMPUSES;
(2) Borrow AFTER RECEIVING APPROVAL FROM THE
BOARD OF PUBLIC WORKS, BORROW money for that purpose from
the United States Department of Housing and Urban
Development;
(3) Allow the United States Department of
Housing and Urban Development to take custody of the housing
units for management and operation in the event of default
by the University in the payment of the principal of and
