imports over exports has resulted in a sharp decrease in the
value of the once respected American dollar.

The gasoline and alcohol mixture known as gasohol would
help relieve these problems by stretching domestic oil
supplies and reducing imports and dependence of foreign
suppliers. In addition, use of this clean burning fuel
would improve the quality of the air we breathe, and provide
a badly needed boost to the agricultural sector of the
economy.

For these reasons, it is the intention of the General
Assembly of Maryland to encourage the maximum use of gasohol
in place of ordinary gasoline; now, therefore,

SECTION 1. BE IT ENACTED BY THE GENERAL ASSEMBLY OF
MARYLAND, That section(s) of the Annotated Code of Maryland
be repealed, amended, or enacted to read as follows:

Article 56 - Licenses

136.

(i) Any ON OR AFTER MAY 1, 1980, AND UNTIL MAY 1,
1981, ANY mixture of "gasohol" which contains 10 percent or
more of ethyl or methyl alcohol shall be taxed under this
section at the rate of [1 cent] 5 CENTS less per gallon that
other motor vehicle fuels. FOLLOWING RATE:

(I) 3 CENTS LESS PER GALLON THAN OTHER
MOTOR VEHICLE FUELS DURING THE PERIOD JULY 1, 1980 TO JUNE
30, 1982;

(II) 2 CENTS LESS PER GALLON THAN OTHER
MOTOR VEHICLE FUELS DURING THE PERIOD JULY 1, 1982 TO JUNE
30, 1983;

(III) 1 CENT LESS PER GALLON THAN OTHER
MOTOR VEHICLE RULES DURING THE PERIOD JULY 1, 1983 TO JUNE
30, 1984; AND

(IV) AT THE SAME RATE AS OTHER MOTOR
VEHICLE FUELS AFTER JUNE 30, 1984. section at the rate of [1
cent] 4 CENTS less per gallon than other motor vehicle
fuels. AFTER MAY 1, 1981, ANY MIXTURE OF "GASOHOL" WHICH
CONTAINS 10 PERCENT OR MORE OF ETHYL OR METHYL ALCOHOL SHALL
BE TAXED UNDER THIS SECTION AT A RATE OF 1 CENT LESS PER
GALLON THAN OTHER MOTOR VEHICLE FUELS.

SECTION 2. AND BE IT FURTHER ENACTED, That this Act
shall take effect July 1, 1980 is hereby declared to be an
emergency measure and necessary for the immediate
preservation of the public health and safety and having been
passed by a yea and nay vote supported by three-fifths of
all the members elected to each of the two Houses of the
