malfeasance, misfeasance, or nonfeasance in office committed
by an officer of the State, or of an agency of the State, or
of a political subdivision of the State, or of a bicounty or
multicounty agency in the State shall be instituted within
two years after the offense was committed.

SECTION 2. AND BE IT FURTHER ENACTED, That this Act
shall take effect July 1, 1979.

AN ACT concerning

Harford County - Alcoholic Beverages
(Special Licenses)

FOR the purpose of permitting the issuance in Harford County
of a special alcoholic beverages club license for
certain purposes under certain conditions at a certain
fee, and generally relating to this special club
license; permitting the issuance of a special wine
tasting license to certain persons for certain purposes

under certain conditions at a certain fee, and

generally relating to this special wine tasting

license; and providing that alcoholic beverages may be
brought upon the premises of certain alcoholic beverage
license holders by certain persons and for certain
purposes; providing that certain institutions are
exempt from certain restrictions; and removing the
limitation on the alcoholic content of certain brewed
beverages.
