SECTION 1. BE IT ENACTED BY THE GENERAL ASSEMBLY OF
MARYLAND, That section(s) of the Annotated Code of Maryland
be repealed, amended, or enacted to read as follows:

Article 2B - Alcoholic Beverages

13.

(h) In Harford County the annual license fee for a six
day, Monday through Saturday, license is $125. The fee for
a seven day license is $250. The licenses shall be granted
by the liquor control board of Harford County only to
proprietors of bona fide retail stores selling food, drugs,
or other similar commodities amounting to at least 20
percent of the total monthly receipts. These licenses
authorize the licensee to sell for consumption off the
premises only, fermented beverages including split bottles
and brewed beverages in normal containerized packages.
Brewed beverages sold in bottles or cans exceeding 12 ounces
in weight or size, for consumption off the premises, may be
sold individually. [Brewed beverages may not be authorized
to contain more than 6 percent of alcohol by volume and
wine] WINE and other fermented beverages may not contain
more than 23 percent by volume. The word "premises" for the
purpose of this section shall be construed to include any
building, parking lot, terrace or grounds which form an
integral part of the licensed premises.

(g) (3) The licenses authorized the licensees to sell
for consumption on and off the premises [brewed] WINE AND
OTHER FERMENTED beverages as defined in this article with an
alcoholic content by volume of no more than [six per centum
and wine and other fermented beverages shall contain no more
than] 23% by volume. "Off-sales" of licensees shall be
limited to fermented beverages including split bottles and
brewed beverages in normal containerized packages; provided
that brewed beverages sold in bottles or cans exceeding 12
ounces in weight or size, for consumption off the premises,
may be sold in a numerical quantity of less than six.

(f) In Harford County the liquor control board may
issue a six day, Monday through Saturday, or a seven day
club license for the sale of beer and wine for consumption
on the premises only to bona fide clubs as defined by §
2(n), which have held regular meetings at an established
headquarters for a period of one year prior to the
application for the license. The cost of the six day
license is $150. The cost of a seven day license is $225.
The licensee may sell for consumption on the premises
[brewed beverages with an alcoholic content of no more than
6 percent by volume and] fermented beverages containing no
more than 23 percent ALCOHOL by volume.
