Powers of the County Commissioners

FOR the purpose of clarifying the extent of the powers
of the County Commissioners by enacting Section 1—105 of the
General Provisions Article of the Code of Public Local Laws
of Worcester County.

FOR the purpose of enacting a new Zoning Ordinance for
Worcester County, Maryland, as prescribed by Article 66B of
the Annotated Code of Maryland, to include provisions
relating to the following: Purpose, Repeal of Conflicting
Ordinances and Separability Clause, County Projects, Plans
and Regulations, Interpretation and Application of
Ordinance, Fees and Expenses, Territory Affected,
Establishment of Districts, Provisions for Official Zoning
Maps, Application and Interpretation of District
Regulations, Administration, Planning Commission, Amendments
to Ordinance, Requirements for Public Notice, Building
Permits and Zoning Certificates, Board of Appeals, Duties of
the Department, Board of Appeals, County Commissioners and
Courts on Matters of Appeal and Enforcement, Appeals to the
Courts, Violations and Penalties, Essential Services
Exempted, Non—Conformities, Definitions and Primary District
Regulations for the following Districts A—1 Agricultural
District, R—1 Rural Residential District, R—1A Rural
Residential District, R—2 Suburban Residential District, R—3
Multi-Family Residential District, R-4 Hotel/Motel District,
R—5 General Residential District, B—1 Neighborhood Business
District, B-2 General Business District, M-1 Light
Industrial District, M—2 Heavy Industrial District, C—1
Conservation District, and also containing Supplementary
Districts and District Regulations relating to the
following: HP Historic Preservation District, AP Airport
Protection District, FP Flood Plain District, Lot
Requirements, Access to Structures, Clustered Housing,
Traffic Visibility on Corner Lots, Off—Street Parking Areas,
Off-Street Loading Spaces, Conversion to a Dwelling, Mobile
Homes and Mobile Home Parks, Rental Campgrounds, Signs,
Multi-Family Developments, Waterfront Structures, Solid
Waste Disposal Sites, Junk and Salvage Operations, Waste
Water Treatment Facilities, Planned Unit Developments,
Unsafe Buildings, Temporary Structures, Airfield and
Heliport Provisions, Townhouses, Major and Minor
Subdivisions, Site Plan Review, Planned Commercial
Developments, Noise Level Limits, Transient Uses and Surface
