to allow the Director, in certain cases, to withhold
issuance of such permits for a maximum period of eighteen
months or until the application- is governed by a
fully—implemented legislative program for the location and
preservation of historic sites; to provide the Director with
authority to initiate remedial action concerning the state
of disrepair of any historic site which imperils the
exterior facade of same; to provide for a stay of any permit
or order issued hereunder pending appeal; to provide for the
automatic expiration of this legislation; to provide a
standard for interpreting this legislation; to provide that
this legislation shall be retroactive; and to provide that
this is emergency legislation and shall take effect on the
date on which it becomes law.

AN EMERGENCY ACT to amend Article I, title "In General"
of Chapter 29, title "Landlord—Tenant Relations" of the
Montgomery County Code 1972, as amended, by repealing and
reenacting with amendments Section 29-5(a), title "Office of
Landlord Tenant Affairs generally", to provide that the
Montgomery County Office of Landlord—Tenant Affairs shall
become a principal office of tie Executive Branch of the
County government and to delete the provision relating to
the thirty—day time period within which the County Executive
must appoint the Executive Director.

AN EMERGENCY ACT to add a new Chapter 31C, title
"Obscene Matter" to the Montgomery County Code 1972, as
amended; to provide for the legislative intent of this Act;
to define certain terms; to prohibit obscene matter from
being sent or brought into the County for sale or
distribution or causing obscene matter to be prepared,
published, printed, exhibited, distributed, offered for
distribution, or within a person's possession with the
intent to distribute, exhibit or offer to distribute; to
prohibit obscene matter from being sent, exhibited,
distributed, or offered for distribution to minors; to
prohibit the hiring of minors to do or assist in doing acts
prohibited by this Chapter; to prohibit certain advertising
which promotes the sale or distribution of matters
