Bill No. 36-77

Chapter 15

AN ACT to repeal and re—enact Subsection 13—1(f),
title, "Powers and duties generally of Director of
Department of Correction and Rehabilitation", Subsection
13-2(a), title "Inmates-Work-Generally", Section 13-4(b),
title, "Inmates Work—Supervision", Section 13—16(h), title,
"Rules and Regulations", and Section 13—18(d) and (e),
title, "Disciplinary and revocation measures", and to add a
new Subsection 13—1(g), title "Compassionate leave", and
Section 13-23 title, "Confidentiality", of Chapter 13,
title, "Detention and Rehabilitation"; to provide for inmate
participation in departmental presentations to community
groups; to authorize the Director to grant compassionate
leave up to 72 hours; to provide for inmate work on the
public roads or other property of the County as required; to
provide that the Chief Administrative Officer shall
supervise the inmate road or property work during a disaster
or emergency and to provide for a pay rate for inmate work;
to require that Pre—release Center leave be taken only with
the authorization of Center staff in compliance with the
Center staff instructions; to provide that a pre—release
individual who violates a rule or regulation of Section
13—16 shall have his/her privilege of working pre—release
revoked and to provide for the Maryland Division of
Correction to be appointed custodian of the revoked inmate
during the remainder of his/her confinement; to provide that
false statements may result in revocation of pre—release
privileges; and to allow the Director on a "need to know
basis" the authority to release an inmate's personal
information with written waiver by the inmate.

Chapter 16

AN ACT to repeal and re—enact, with amendments, Section
29-16, title "Required generally," of Article III, title
"Licensing of Rental Facilities", of Chapter 29, title "Fair
Landlord-Tenant Relations", of the Montgomery County Code
1972, as amended, to provide the requirement that a license
be applied for and obtained before a rental facility can be
operated, to provide that the holder of a license be the
owner of the rental facility, to provide that the owner
submit applications for licenses to the Executive Director
