to define certain terms; to provide for administration,
enforcement and penalties of the Article; to define the
application of the Chapter; to require collection and
analysis of housing data for rental dwelling units; to
provide for referral services; to provide for a voluntary
system of rent guidelines; to establish the scope,
operation and review; to provide for rent adjustments and
guidelines; to establish notice requirements applicable to
rent adjustment; to require maintenance and availability of
records; to establish a process for complaints,
investigations, hearing and data availability; to prohibit
certain retaliatory actions; and to specify certain tenant
rights.

Chapter 13

AN ACT to amend Chapter 6A, title "Beverage Containers"
of the Montgomery County Code 1972, as amended, by repealing
and reenacting with amendments, Sections 6A-3, title "Refund
Value required"; 6A-4(a) and (b), title "Acceptance for
refund"; 6A-5, title "Non-reusable beverage container
markings"; 6A—6, title "Metal non—reusable beverage
container markings"; 6A-6, title "Metal non—reusable
beverage containers with detachable openings; prohibited";
and 6A-9, title "Additional information; to provide that
provisions of the beverage container law, Chapter 6A, shall
become effective October 1, 1978, and to require certain
reporting by the County Executive.

Chapter 14

AN EMERGENCY ACT to amend Chapter 26, title "Housing
Standards", of the Montgomery County Code 1972, as amended,
by repealing and re—enacting with amendments Section 26—16
thereof, title "Waiver or variances from Chapter", to amend
the waiver provisions for bringing certain housing into
compliance with the County housing standards, to authorize
waivers on the basis of financial hardship, unavailability
of relocation housing, or physical, legal or other unusual
hardship; to permit County—financed assistance to the
occupants of substandard housing; and to authorize adoption
of Executive regulations for the implementation of this
section.
