thereto; to set forth definitions for interpretation of the
Chapter; to set forth authority for the County Executive to
adopt rules and regulations for the implementation of this
Chapter including a schedule of fees for licensure of
massage establishments and registration of massage
technicians and to provide for exemptions therefrom; to
authorize the County Executive and all pertinent agencies to
enter and inspect massage establishments; to set forth
standards for the denial, suspension, and revocation of
applications, licenses and registration of massage
establishments or massage technicians hereunder; to provide
a method of effecting the summary closure of massage
establishments; to establish procedures for serving notice
on applicants, licensees and registrants; to provide for
procedures for hearings regarding denial, suspension and
revocation of such licenses or registrations; to provide for
appeals to be taken to the County Board of Appeals by any
person aggrieved by an action of the Director of the
Department of Environmental Protection under this Chapter;
to provide the Director of the Department of Environmental
Protection and the Director of the Police Department with
the power to enter into administrative agreements for the
enforcement of this Chapter; to set forth provisions for
renewal of existing licenses; to set forth penalties and
other legal and administrative remedies for violations of
this Chapter; to require massage establishments to be
licensed in Montgomery County; to set forth procedures for
the licensure of massage establishments; to provide for the
promulgation of minimum standards for the operation of
massage establishments; to make certain acts unlawful
regarding the operation of massage establishments; to
require that all massage technicians obtain an annual
registration therefor; to provide for the severability of
any section or clause found to be illegal or
unconstitutional; and to provide that this is emergency
legislation and shall take effect immediately upon adoption.

Chapter 3
AN ACT to repeal and re—enact, with amendments, Section
27-28(b), title "Terms; vacancies, reappointments" of
Article II, title "Commission for Women", of Chapter 27,
title "Human Relations and Civil Liberties", of the
Montgomery County Code 1972, as amended, to provide that the
term of office for each of the members of the commission
shall commence on July 1 of the year of appointment.
