AN ACT to repeal Section 20.307 of Title 20 of the
Howard County Code, entitled "Sewer Use Charge" and enact
new Section 20.307 entitled "Water and Sewer Use Charges,
Sewer Surcharges, Industrial Cost Recovery Charges" to
provide for the levy of water and sewer use charges, sewer
use surcharges, and capital cost recovery charges upon users
of the public sewer system; to provide for the computation,
billing, and collection of charges and surcharges; to
provide for the measurement of discharges to the public
sewer system; to provide for the disbursement and investment
of collected revenues; to provide for the appeal of charges
and surcharges determinations; and to provide for penalties
for violations of the provisions of this Section.

Chapter 1
AN ACT to amend Chapter 49, title "Streets and Roads",
of the Montgomery County Code 1972, as amended, by repealing
and re—enacting with amendments Section 49—43, subtitle
"Waivers of requirements of article" to add a new subsection
(g) to permit the County Executive to waive under certain
procedures the Road Code standards in the case of unforeseen
disasters or emergencies such as floods, hurricanes or
public health crises or to comply with certain federal and
state actions issued in connection with such disasters or
emergencies.

Montgomery County Code, 1972, title "Massage establishments;
Turkish, Russian or medicated baths", and to enact in lieu
thereof a new Chapter 30-B, title "Massage Establishments
and Massage Technicians", to provide for the general
licensure or registration and regulation of massage
establishments and persons who administer massages pursuant
