AN ACT to repeal and re—enact with amendments Sec.
20.311 of Title 20 of the Howard County Code entitled,
"In—aid of Construction Assessment" for the purpose of
authorizing the assessment of properties benefiting from all
public utility capital projects.

Bill No. 10
AN ACT to enact new Sections 18.500, 18.501 and 18.502
of the Howard County Code, Title 18 "Public Works", Subtitle
5 "Storm Drainage Systems", to establish such reasonable
rules and regulations, as related to public health and
safety, respecting the use, maintenance and obstruction of
storm drainage swales, pipes and structures located on
private property, and further providing for enforcement
procedures and penalty for non-compliance.

AN ACT to enact new Sections 18.600, 18.601, 18.602,
18.603, 18.604, 18.605, AND 18.606, of the Howard County
Code, Title 18 "Public Works," Subtitle 6 "Sanitary
landfill Regulations," to establish such reasonable rules
and regulations, as related to public health and safety, by
setting down minimum standards and methods for the design,
construction, operation, AND FUTURE USE of sites used for
disposal of solid waste in Howard County, and further
providing enactment requirements for the Director of Public
Works and penalty for non-compliance.

AN ACT to add a new Subtitle 5 "Agricultural Land
Preservation" to Title 15, "Natural Resources," of the
Howard County Code, to authorize the County Executive to
acquire development rights in agricultural land, to acquire
fee simple ownership of agricultural land, to create an
Agricultural Land Preservation Board, to provide for the
appointment and terms of said Board members, to provide for
the duties and functions of said Board; to provide criteria
and acquisition procedures for said development rights, to
