Bill No. 86-78
AN ACT to include "authority" under control of Director
of Finance; to include "authorities" in organizational study
by Director of the Budget; to clarify fiscal year of county;
to redefine "county government"; to clarify classification
of projects; to change time for executive to submit budget
to council; to increase availability of copies of budget; to
change publication of and time for holding public hearing;
to clarify voting requirements; to include "authority" in
inter program transfers; to provide for funding from gifts
to clarify certain contract approval by county council; AND
TO REQUIRE THE REVENUE AUTHORITY TO GIVE ADVANCE NOTICE TO
THE COUNTY EXECUTIVE AND THE COUNTY COUNCIL IN CONNECTION
WITH ALL CAPITAL PROJECTS EXCEEDING $25,000, by proposing to
repeal and re—enact with amendments, Sections 516(d) and 519
of Article V. "The Administrative Services", and Sections.
701, 702(a), 704, 705(a) and (b) , 706, 707, 708, 709,
711(a),(b), (c) , and (d) , 712(a), 715 and 716 of Article
VII. "Budgetary and Fiscal Procedures", all of the
Baltimore County Charter and to provide for the submission
of said charter amendments to the voters of Baltimore
County, Maryland.

AN ACT to provide for a county purchasing agent and to
clarify noncompetitive and competitive bidding, and to
require permanent public recordation of announcement of NON
COMPETITIVE contract award, by proposing to repeal and
re—enact with amendments, Sections 901, 902 and 904 of
Article IX. "Centralized Purchasing" of the Baltimore
County Charter and to provide for the submission of said
charter amendments to the voters of Baltimore County,
Maryland.
