AN ACT to clarify status of director of planning; to clarify
appointment and terms of office of director of planning
and zoning, zoning commissioner and deputy zoning
commissioner; to provide for composition of Planning
Board; to provide duties of Planning—Board and of
Office of Planning and Zoning and for approval of
certain actions by said office; TO PROVIDE FOR
REORGANIZATION OF OFFICE OF PLANNING AND ZONING; to
provide for definition and implementation of master
plan and zoning maps and to clarify duties of People's
Counsel, by proposing to repeal and re—enact with
amendments Section 522 by adding Sections 522.1, 522.2
and 522.3; and by repealing Sections 523, 524 and
524.1(A) and enacting in lieu thereof of new Section
523 and 524 to Article V. "The Administrative Services"
of the Baltimore County Charter and to provide for the
submission of said charter amendments to the voters of
Baltimore County, Maryland, to read as follows:

AN ACT to change composition of administrative offices
SERVICES and County library board, redesignate position of
county librarian, and to change administration of bureaus of
jail and civil defense, by proposing to repeal and re—enact
with amendments Section 502, 538 and 541 of Article V. "The
Administrative Services" of the Baltimore County Charter and
to provide for the submission of said charter amendments to
the voters of Baltimore County, Maryland, to read as
follows:

AN ACT to provide for appointment, terms, compensation
and composition of county board of appeals, TO GRANT
ORIGINAL JURISDICTION, to clarify powers, functions and
hearing procedure of said board and to remove appeal tax
court from Charter, by proposing to repeal and re—enact with
amendments, Section 601, 602 (a), (c), 603 and 606 and repeal
601.1 and 607 of Article VI. "County Board of Appeals and
Appeal Tax Court" of the Baltimore County Charter, AND ADD A
NEW SUBSECTION (E) TO SECTION 602 OF SAID ARTICLE AND
CHARTER, and to provide for the submission of said charter
amendments to the voters of Baltimore County, Maryland.
