"The Executive Branch" of the Baltimore County Charter and
to provide for the submission of said charter amendments to
the voters of Baltimore County, Maryland.

AN ACT to authorize the County Executive to appoint a
personal staff; to redesignate the personnel and salary
advisory board; to change the composition of exempt service
in the county personnel law; to clarify and change the
contents of the county personnel law; to clarify appeals to
the personnel appeals board; and to provide for collective
bargaining, by proposing to repeal and re—enact with
amendments Section 402(d) 15 of Article IV. "The Executive
Branch", Section 512 of Article V. "The Administrative
Services", and Sections 801, 802, 803 and 804 of Article
VIII. "Merit System", all of the Baltimore County Charter,
and to provide for the submission of said charter amendments
to the voters of Baltimore County, Maryland.

Bill No. 82-78
AN ACT to provide the manner whereby THAT the County Council
may employ attorneys or experts for matters limited to
legislative and budgetary PURPOSES, TO PROHIBIT powers,
and prohibiting such attorneys from prosecuting suits
by or against the county, and to authorize the County
Council to appropriate monies in the current expense
budget for employment of said attorneys and experts,
and to provide that SAME appropriations may come from
contingency funds; to require the head of each county
authority as well as agency to provide an estimation of
revenues and expenditures to the director of the budget
for the coming fiscal year; to provide that additional
and supplementary appropriations may be made from
sources not otherwise anticipated in the budget for the
current year, by proposing to repeal and re—enact with
amendments, Section 510 of Article V. "The
Administrative Services," of the Baltimore County
Charter and to provide for the submission of said
charter amendments to the voters of Baltimore County,
Maryland.
