AN ACT to qualify members of the County Council for
appointment to the Office of County Executive, to establish
the procedure for establishing compensation and allowances
for the County Council, to clarify the revision of
councilmanic districts, the enacting of emergency
legislation and the determination of a quorum for all
meetings of the County Council other than emergency, by
proposing to repeal and re—enact, with amendments, Sections
202(b), 204, 207 and 208(e) and (f) of Article II. "The
County Council". of the Baltimore County Charter and to
provide for the submission of said charter amendments to the
voters of Baltimore County, Maryland.

AN ACT to clarify voting requirements, to establish
council committee requirements, to provide public notice for
certain council meetings and bills introduced by council, to
require certain information on council bills, to establish
the journal as a permanent record, and its availability to
the public, to change number of signatures and to clarify
certification of same on referendum petition, to provide for
verification and challenge of signatures on referendum
petition, to subject "authorities" to audit-by county and to
change time for completing audit and publication of same, by
proposing to repeal and re—enact with amendments, Sections
302(a), 303, 308(a), (c), (d), (e), (f), (g), 309(a), (b),
311, 312 of Article III. "The Legislative Branch." of the
Baltimore County Charter and proposing to repeal Section
309(c), adding a new Section 309(c) and redesignating
existing Section 309 (c) as Section 309 (d) of said Article,
title and Code; and to provide for the submission of said
charter amendments to the voters of Baltimore County,
Maryland.
