Bill No. 61-78
AN ACT to grant a deferral of charges levied under
Sections 34-46, 34-47, 34-52, or 34-69 as financed under
Sections 34-61 or 34—62 for certain homeowners by reason of
age, by enacting a new Section 34—62.1 under Title 34.

Bill No. 75-78
AN ACT to clarify the authority of the County to
dispose of real property or any interest therein, which is
no longer needed for public use, and to provide for
disposition of property acquired from the Board of
Education, by repealing subsections (b) and (c) of Section
2-1 of the Baltimore County Code, 1968 (1976 Cumulative
Supplement) title "Administration", Article I. In General,
and enacting new subsections (b) and (c) of Section 2—1 in
lieu thereof under said Code, title and article.

Bill No. 76-78
AN ACT to provide that a company awarded a franchise to
construct and operate a CATV system within Baltimore County
shall construct at least 180 miles of energized and operable
trunk cable within the first year after the issuance of the
certificate of compliance by the FCC and 180 miles
thereafter in each year until the entire system is built in
the county, by repealing and re—enacting with amendments
Subsection (c) of Section 2—15.4 "Construction and
installation" of the Baltimore County Code, 1968, title
"Administration", Article 1—A, CATV Franchises.
WHEREAS, the current franchise agreement specifying
completion of at least twenty percent of the CATV system
each year over a five year period conformed to what was
previously required by FCC regulations; and
WHEREAS, the FCC has modified its regulations to
require currently "significant" installation in the first
year and progress at a "reasonable rate" thereafter; and
WHEREAS, a change in completion rate in conformity with
current FCC regulations would allow a more realistic time
for completion of the system over a period in excess of five
years; now therefore
