AN ORDINANCE to add new Sections 13-131 through 13-135,
inclusive, to the Anne Arundel County Code (1967 Edition and
Supplements), Title 13, "Planning and Zoning", Subtitle 1,
"Subdivisions", to be under the new Article IV, "Adequacy of
Services and Facilities", to follow immediately after
Section 13-130 of said Code, Title and Subtitle; to add new
Sections 15-4A00 through 15-4A04, inclusive, to said Code,
Title 15, "Public Works", to be under the new Subtitle 4A,
"Allocation of Water and Wastewater Capacity", to follow
immediately after Section 15-417 of said Code and Title; to
repeal and re—enact, with amendments, Section 13—105(c) of
said Code, Title 13, "Planning and Zoning", Subtitle 1,
"Subdivisions", Article II, "Subdivision Design Standards
and Requirements"; to add new Section 13-112.1(c) to said
Code, Title and Subtitle, Article III, "Procedures for
Filing and Processing Subdivision Applications"; to repeal
and re—enact, with amendments. Section 13—110(1), Section
13-110(m), Section 13-113.1(b), Section 13-121, and Section
13-122(a), of said Code, Title, Subtitle, and Article; to
state certain findings of fact and legislative intent
relating to this Ordinance; to prohibit the approval of
final subdivision plats under certain circumstances,
defining certain terms, providing certain exemptions,
establishing certain criteria for final subdivision plat
approval, providing for waivers and appeals, and providing
that the regulations are supplementary to certain other
laws; to establish standards and procedures for the
allocation of water and wastewater capacity; to establish
certain obligations and responsibilities of subdividers of
land; to establish certain procedures for the review of
certain subdivision plats; and generally relating to the
establishment of certain regulations related to the
implementation of a comprehensive program to manage the
future growth and development of Anne Arundel County,
Maryland.

AN EMERGENCY ORDINANCE to repeal Section 1-216(a) of
the Anne Arundel County Code (1967 Edition and Supplements),
Title 1, "Administration", Subtitle 2, "Personnel", Article
II, "Classified Service", and enact new Section 1-216(a) in
lieu thereof to stand in the place of the section repealed;
to upgrade certain salaries of certain employees and to
provide that each and every employee occupying a classified
position set forth in this Section shall receive an annual
