Annex 2 — Marc L. & Helene Duane Apter
WHEREAS, a Petition has been presented to The Mayor and
Town Council of the Town of New Windsor to enlarge the
corporate boundaries of the Town by the annexation of a
parcel of land containing 77.8857 acres, more or less,
situate and lying contiguous to and adjoining the existing
corporate boundaries of the Town; and
WHEREAS, The Mayor and Town Council have caused to be
made a verification of the signature upon said petition and
have ascertained that Marc L. and Helene Duane Apter are the
sole owners of all of the land sought to be annexed and that
there are no registered voters residing within the area
herein described:

RESOLUTION of the Mayor and Council of The Town of New
Windsor adopted pursuant to the authority of Article 11E of
the Constitution of Maryland and Section 13 of Article 23A
of the Annotated Code of Maryland (1957 edition, as amended
and replaced), title "Corporations - Municipal", subtitle
"Home Rule", to amend the municipal Charter of The Town of
New Windsor by repealing and reenacting with amendments
Section 11—12 — Ordinances — of Article 7 of the Code of
Public Local Laws of Maryland (1976 Edition) to change the
publication of each ordinance so that a fair summary thereof
is published in a newspaper rather than the entire ordinance
being so published and, in addition thereto, complete and
exact copies of the ordinance are to be posted in both the
Town Office and the Post Office in New Windsor not less than
sixty (60) days after its enactment.
