A RESOLUTION TO AMEND SECTION 719.2 OF THE CHASTER OF
THE TOWN OF INDIAN HEAD PERMITTING GENERAL OBLIGATION BONDS
OR CERTIFICATES OF INDEBTEDNESS IN THE AMOUNT OF FIFTY PER
CENTUM (50%) OF THE ASSESSED VALUATION OF TOWN PROPERTY.

WHEREAS, the Town Council is limited in its power to
authorize general obligation bonds or certificates of
indebtedness is issued; and

WHEREAS, the Town is placed in a financial disadvantage
when attempting to secure loans for Capital Improvement
projects because of the relatively high interest rates for
lesser loan principals, restrictions to the length of time
for which lesser loans must be repaid and is further
disadvantaged by its inability to take advantage of economy
of scale; and

WHEREAS, it is the duty and responsibility of the
elected body of the Town of Indian Head to legislate in
accordance with the wishes and in the best interest of the
Citizens of Indian Head and in accordance with the laws and
constitution of the State of Maryland; and

WHEREAS, Article 23A, Section 13 of the Maryland
Annotated Code provides for municipal Charter Amendment by
Resolution.

[Section 209(c)(1) of the Code of Public Local Laws of
Charles County, repealed and reenacted, with amendments.

Resolution No. 78-1

A RESOLUTION AUTHORIZING THE ANNEXATION OF
APPROXIMATELY 169 ACRES OF CONTIGUOUS LAND WITHIN THE
CORPORATE LIMITS OF THE TOWN OF LA PLATA.

Whereas, the Town of La Plata has received a written
petition to extend the boundaries of the Town; and

Whereas, the Town has verified that said petition
conforms with the requirements of Section 19 (c) Article 23A
of the Annotated Code of Maryland (ACM) 1957 Edition, as
amended; and

Whereas, this Charter Amendment Resolution is also
initiated by the Town Council with the owners consent of at
least 25% of the assessed valuation of real property located
in the area proposed to be annexed;
