cause a notice of the proposed enlargement of the corporate
boundaries of the Town of Hampstead to be published not less
than four times at weekly intervals in the Carroll County
Times, a newspaper of general circulation in the Town of
Hampstead, and the area to be annexed, said notice
describing the proposed enlargement and circumstances
thereof and specifying the time, date and place at which a
public hearing will be held on the proposed annexation, said
public hearing is to be held on the 16th day of October,
1978, at 7:00 o'clock, P.M., at the Town Hall, South Main
Street, Hampstead, Maryland, the said date being more than
fifteen (15) days after the fourth publication of the notice
in the aforementioned newspaper; and
WHEREAS, the Mayor and Council of the Town of Hampstead
deems the enlargement of the corporate boundaries to be
advisable and to be in the public interest.

RESOLUTION OF THE TOWN OF HANCOCK TO AMEND ITS CHARTER
Resolution of the Town of Hancock to amend its charter
to provide the power to issue and sell general obligation
bonds for any valid public purposes at private negotiated
sale, pursuant to the authority of Section 12 of Article 23A
of the Annotated Code of Maryland (19 57 Edition), as
amended.
WHEREAS, In order to construct a water treatment plant
for the Town of Hancock, the Town of Hancock desires to
issue a general obligation bond which it may sell at private
sale to the 0. S. Government;

Washington County, added.

RESOLUTION TO ANNEX
Resolution of the Town of Hancock to enlarge the
corporate boundaries of the Municipal Corporation and annex
land contiguous and adjoining the existing corporate area
pursuant to the authority of Section 19 of Article 23A of
the Annotated Code of Maryland (1957 Edition), as amended.
