EXECUTIVE ORDERS
EXECUTIVE ORDER OF MARCH 9, 1979

WHEREAS, The Governor of the State of Maryland did on
November 14, 1973 proclaim that a state of emergency
existed within the area constituting the entire State
of Maryland by reason of an acute shortage in useable
resources; and
WHEREAS, On November 14, 1973 the Governor of Maryland
issued on Executive Order creating an Energy Policy
Office, now situated within the Department of Natural
Resources; and
WHEREAS, On February 28, 1974 the Governor of the State of
Maryland issued an Executive Order creating an Energy
Advisory Commission of 41 public and private members;
and
WHEREAS, The Governor, on the recommendation of the
Secretary of Natural Resources, has also designated an
Energy Conservation Board of 20 members drawn from
governmental agencies and the General Assembly; and
WHEREAS, Since proclamation of the state of emergency, the
Governor of Maryland has issued several Executive
Orders dealing with many phases of the energy problem
some of which are of continuing force; and
WHEREAS, On March 1, 1979 the President of the United States
sent to Congress four standby plans for energy
allocation and conservation, and there is need for
effective State planning, on a continuing basis, with
respect to energy allocation and conservation by a
working group small enough to assemble and function
with speed and frequency;
NOW, THEREFORE, I, HARRY HUGHES, GOVERNOR OF MARYLAND, BY
VIRTUE OF THE AUTHORITY VESTED IN ME BY ARTICLE II,
SECTION 24 OF THE CONSTITUTION OF MARYLAND AND BY
ARTICLE 41, SECTION 15C OF THE ANNOTATED CODE OF
MARYLAND, HEREBY PROMULGATE THE FOLLOWING ORDER,
EFFECTIVE IMMEDIATELY;
1. There is hereby created a Task Force on
Energy consisting of the following persons:
a. The Director of the Energy and
Coastal Zone Administration, Department of
Natural Resources;
b. The Director of the Energy Policy
Office, Department of Natural Resources; and
