c. One member designated by each of the
following persons or agencies: the Governor, the
Public Service Commission, the Comptroller of the
Treasury, the Administrator of the Mass Transit
Administration, the Administrator of the Motor
Vehicle Administration, the Superintendent of
Maryland State Police and the Secretary of
General Services.
2. The Task Force is charged with:
a. Preparing and reviewing contingency
Executive Orders relating to energy allocation
and conservation;
b. Reporting periodically to the
Governor and the Joint Committee on
Administrative, Executive and Legislative Review
of the General Assembly on the energy supply
situation, the need for implementation of
Executive Orders and other energy conservation
measures;
c. Recommending to the Governor the
appropriate allocation of responsibility among
state agencies for the administration and
enforcement of Executive Orders and other energy
conservation measures; and
d. Consulting as appropriate with the
advisory groups above mentioned.

WHEREAS, The Governor of Maryland did on November 14, 1973,
proclaim that by reason of an energy shortage with both
immediate and long-term consequences, a situation
existed warranting the exercise of his authority under
Article 41, Section 15B of the Annotated Code of
Maryland; and
WHEREAS, The health, safety or welfare of the citizens of
this State continues to be threatened by an impending
acute shortage of usable energy resources; and
WHEREAS, The President of the United States on April 5, 1979
directed the attention of the public to the
