EXECUTIVE ORDERS

STATE OF MARYLAND, BY VIRTUE OF THE AUTHORITY VESTED IN
ME BY ARTICLE II, SECTIONS 6 AND 24 OF THE MARYLAND
CONSTITUTION AND BY ARTICLE 41, SECTION 15C OF THE
ANNOTATED CODE OF MARYLAND, DO HEREBY PROCLAIM THE
FOLLOWING EXECUTIVE ORDER, RESCINDING EXECUTIVE ORDERS
01.01.1971.09 AND 01.01.1972.04 AND AMENDING EXECUTIVE
ORDER 01.01.1976.08, AS FOLLOWS, EFFECTIVE IMMEDIATELY:

1.    The Governor's Youth Advisory Council is
[created within the Department of Human
Resources] TRANSFERRED TO THE OFFICE FOR CHILDREN
AND YOUTH TO SERVE AS A LIAISON GROUP TO THE
DIRECTOR OF THE OFFICE.

2.    The Council consists of one hundred and
fifteen members between the ages of 13 through 22
and designated in accordance with bylaws of the
Council, as follows:

(a)   One hundred by random selection
utilizing a formula developed by the Council to
insure equitable distribution by age, race, sex,
and geography; and

(b)   Fifteen by direct appointment of the
Governor.

(c)   The terms of the members shall be one
year from the date of their appointment.

(3) The Council, to the maximum extent
possible, shall communicate [the concerns of
Maryland youth regarding State programs,
policies, and legislation] to the Governor,
through the [Secretary of Human Resources]
DIRECTOR OF THE OFFICE FOR CHILDREN AND YOUTH:

(A)   STATE ACTIONS ALREADY UNDERWAY WHICH
ARE IMPACTING UPON MARYLAND YOUTH; AND

(B)   PROPOSALS FOR NEW STATE ACTION TO
MEET THE SPECIAL NEEDS OF YOUTH.

[4. The Secretary of Human Resources shall
provide for an annual appropriation for the
Council in the Department's annual budget.]

[5.] 4. The Council shall submit an annual
report of its activities to the Governor through
the [Secretary of Human Resources] DIRECTOR OF
THE OFFICE FOR CHILDREN AND YOUTH.

[6.] 5. The Council is entitled to the full
cooperation of State Departments and Agencies.
