rehabilitate adult and juvenile offenders. It
shall advise and assist the Governor and other
State and local agencies with respect to plans
and programs in these areas.
(f) It shall promote closer cooperation
among Federal, State, and local agencies
concerned with law enforcement, criminal justice,
and juvenile delinquency.
(g) It shall undertake and perform such
other duties and functions in the areas of law
enforcement, criminal justice, and juvenile
delinquency as may, from time to time, be
assigned to it by the Governor, or which may be
necessary for it to carry out the provisions of
this Executive Order.
(h) It may adopt rules consistent with
this Executive Order.
EXECUTIVE ORDER OF JANUARY 11, 1979

CHILDREN AND YOUTH
WHEREAS, Chapter 426 of the Acts of 1978 established, within
the Executive Department, an Office for Children and
Youth, to consist of a director, the Advisory Committee
for Children and Youth, and the several children's
councils; and
WHEREAS, Prior Executive Orders had established the Maryland
Interagency Committee on Childhood Development, the
Governor's Commission on Children and Youth, and the
Governor's Youth Advisory Council; and
WHEREAS, In light of the creation of the Office for Children
and Youth, rescission of the authority for the Maryland
Interagency Committee on Childhood Development and for
the Governor's Commission on Children and Youth is
appropriate for the clarification of entities that
relate to Maryland children and youth; and
WHEREAS, The Governor's Youth Advisory Council should be
transferred to and continued within the Office for
Children and Youth, but the functions of the Council
should be clarified;
