4 The transfer of the functions listed in paragraph
2 may be on a phased basis as appropriate in a
subdivision or portion thereof. The Secretary of Human
Resources shall determine when a transfer is
appropriate in each subdivision or portion thereof.
5. The local director of social services in each
county and Baltimore City is responsible for the
administration of the functions delegated to the local
departments of social services by the Social Services
Administration. The local directors shall continue to
be responsible for those functions assigned to local
departments under Section 13(c) of Article 88A, except
for those functions transferred by this Order. Each
local director is responsible for facilitating the
implementation and operation of the automated income
maintenance system in the appropriate jurisdiction,
including those elements of the system which may be
assigned to local directors for supervision.

GOVERNOR'S COMMISSION ON HISPANIC AFFAIRS
WHEREAS, The Commission on the Concerns of Spanish-speaking
People was established, by Executive Order, in May,
1971, in recognition of the then large and growing
Spanish-speaking population of this State; and
WHEREAS, The 1971 Executive Order recognized that this
population comprised a distinct cultural group with
needs unmet despite governmental responsibility to
maximize the potential of its constituent citizenry;
and
WHEREAS, To meet these needs, the Commission was formed as a
specific identifiable agency of State government with
responsibility for planning and evaluating programs,
policy, and legislation that related to the
Spanish-speaking population, and
WHEREAS, During the past eight years, the Commission has
carried out its charge; and
WHEREAS, There is now a need for a reconstituted and
revitalized Commission to further carry out these
purposes for the Hispanic population of this State;
NOW, THEREFORE, I, BLAIR LEE III, ACTING GOVERNOR OF THE
